MOEEC - Murmansk Oblast Energy Efficiency Center - was registered in the Murmansk Oblast Administration on September, 28, 1998 as an Autonomous Non-Commercial Organisation.
The general basis for the establishment is the association ROSDEM - "Russian Demonstration Zones for High Energy Efficiency" with its center in Moscow, and the Russian - Norwegian collaboration agreement in the field of Energy Efficiency signed on the 30th of April 1996.
MOEEC's activity covers Murmansk Oblast and is, according to its charter, the official "Energy Efficiency Center" of the Murmansk Regional Government.
